Matt Fox

Senior Director of Payment Innovation, Elevance Health

Matt Fox is a healthcare leader specializing in value-based care (VBC) strategy and innovation. He currently serves as Senior Director of Payment Innovation at Elevance Health, where he drives enterprise-wide VBC initiatives, manages Medicare Advantage strategy and direction, and leads the design of programs that improve care quality and affordability.

Previously, Matt was Senior Director of Health Policy & Value-Based Payment Strategy at UPMC Health Plan, where he developed enterprise VBC strategy, scaled innovative care models, and led efforts to redesign a primary care program impacting 5,000+ providers. Earlier in his career at CMS, he advised CMMI leadership on payment reform and authored several federal regulations advancing bundled and population health models.

Matt holds an M.S. in Health Care Transformation from the University of Texas at Austin, an M.P.P. in Health Policy from UMBC, and a B.A. in International Affairs from James Madison University.

Outside of work, he’s an avid water polo player, baker, and traveler.
